Why did Eric Holder drop the charges against the black panthers for voter intimidation?

This is insane! Is there anything more sacred to the American citizen than their right to vote without fear of intimidation? This, if anything, should definitely be prosecuted to the fullest extent. What message does this send to people for future elections. Why?
This is a good question so far there are only rants form Foxnews and such.
From what I gathered , these are actually not the Black Panthers, they were part of “The New Black Panters” (both groups seem to hate each other ). On top of this the new black panthers disavowed any relationship with these three “guards” pretty fast before DOJ pressed charges.
My guess is that DOJ did not want to bother with three loons not associated with anybody. But it will be interesting to find out the real and official reason for dropping charges.
